i think.. my own answer..

drying food will PREVENT micro-organisms from growing and can keep food for a longer time.

the food is dried before the micro-organisms growing on the food.
instead of killing the organismms already on the food.

Drying cannot provide a good condition for the growth of the microorganism.
This is the reason why it can preserve food.
