It means that the main function of polysaccharides is to form some structures. eg. Starch grain inside the plant cell. This is an organelle inside most of the plant cells. Some polysaccharides can be found on the surface of the cell membrane therefore these serve as a structure of the cell. This is why we call polysaccharides are used for structural purpose.
